I think that that this was the good book , although no like this well like some of his leading work. 1933年10月に、フィンランド人のコミンテルン執行委員会書記オットー・ヴィリゲリモヴィッチ・クーシネンの妻でGRU係官のアイノ・アンドレーヴナ・クーシネン(暗号名「イングリッド」)が、スウェーデン人「ヒルドゥル・ノルドストローム」の旅券でモスクワを発った。ウィーン、パリ、ベルリンを経て、ストックホルムで実在のスウェーデン人「リスベート・ハンソン」になりすました。「ノルドストローム」の旅券でモスクワに帰ってGRU長官ヤン・カルロヴィッチ・ベルジンと最終打ち合わせをした。1934年2月半ばに出発命令を受け取り、ストックホルムに引き返して、2月23日にノーベル賞受賞者とその家族の宿泊先として有名なグランド・ホテルでGRUエージェントから旅費を受領。「ハンソン」の旅券でオスロ、コペンハーゲン、パリを経て、7月26日にヴェネツィアでイタリア船「コンテ・ヴェルデ号」に乗船して上海に向かった。上海で米国船「プレジデント・ジャクソン号」に乗り換えて11月末に神戸に上陸。東京に向かって帝国ホテルに宿泊。『東京朝日新聞』の「中野男爵」(貴族院議員の孫で同社記者の中野五郎であろうといわれる)の取材を受けた。1935年1月にゾルゲに接触されて、以後GRU本部との連絡はラムゼイ非合法駐在部を通じて行った。のちに千代田区九段坂下の野々宮アパートメントハウスに移った。野々宮アパートメントハウスは近代的マンションのはしりで、女優の岡田嘉子なども住んでいた。クーシネンの任務は政治家やジャーナリストの徴募だったが、それにどれくらい成功したのかは不明だ。11月に召喚され、下関、大連、ハルビンを経て、12月にモスクワに帰った。ベルジンはスペイン内戦に共和派の軍事顧問として赴いており、メール・アヴラモヴィッチ・トリリッセルがGRU長官を代行していたが、クーシネンはトリリッセルに日本に戻してくれと願い出た。この願いは聞き入れられて、日本人の信用を高めるために日本礼賛本の執筆を勧められた。1936年2月に「ハンソン」の旅券でワルシャワ、ウィーン、パリを経てストックホルムに向かい、グランド・ホテルでスウェーデン語で原稿を書いた。6月にGRUによって設立された出版社から『微笑みの日本』を刊行して、日本の友人に送った。ジェノヴァ、上海を経て、10月7日に日本郵船の貨客船「秩父丸」で横浜に上陸。帝国ホテルに宿泊して、野々宮アパートメントハウスに移った。日本での活動実態は謎に包まれている。生え抜きのイリーガルというよりは、粛清に巻き込まれないようにベルジンやトリリッセルの温情で国外に退避させられたという色合いが強いクーシネンは、大した秘密情報を探り出せなかったのではないかという見方もある。だが、皇室方面に触手を伸ばしていたのは確かだ。「中野男爵」の紹介で皇居での園遊会に招かれた。1937年5月22日に東京・ロンドン間の長距離飛行に成功した神風号の搭乗員たちが宮中に参内した拝謁式にも列席した。秩父宮にも数回会って英語で会話した。ゾルゲが摘発された際に「ハンソン」の名前が表に出なかったのは、こうした皇族との親交のためだろうといわれる。11月末にクーシネンは召喚され、下関、ウラジオストックを経て、12月にモスクワに帰った。1938年1月1日に内務人民委員部(NKVD)に逮捕された。各地の強制収容所をたらい回しにされて、1955年10月にようやく釈放された。オットーは最高会議幹部会員まで上りつめたが、アイノを救うために指一本動かさなかったといわれる。1964年5月17日にオットーが死去して、1965年2月28日にアイノはフィンランドに帰国。1966年から1967年にかけて回想録『革命の堕天使たち――回想のスターリン時代』(平凡社、1992年)をドイツ語で執筆。1971年9月1日に死去して、1972年にウィーンで回想録が出版された。
1958年11月にカナダ人「ドナルド・アーサー・ローランズ」とその妻「アンナ・ベス・ローランズ」が日本に入国。北川衛は『東京=女スパイ』(サンケイ新聞出版局、1970年)で、「アンナ」の本名はオルガで、もともとモスクワで外国人にハニー・トラップを仕掛ける仕事に就いていたと述べているが、情報源を示していない。「ローランズ夫妻」は東京都大田区田園調布5-9-2の2階建ての家屋を借りて12匹もの番犬を飼った。また、中央区銀座4-3の丸ビルの343号室を借りて「アジア・M・ゴールド・リング株式会社」を起業。6人の社員を雇って、日本製のトランジスター・ラジオを欧州に輸出。横田基地の売店に食い込みを図って、相場より2割も安く商品を納入することと、売店主任の下士官にリベートを渡すことで、契約をとりつけた。この売店を足がかりに、「ドナルド」は基地司令の秘書を、また「アンナ」は下士官たちをたぶらかして、秘密情報を入手したといわれる。1960年8月にCIAは夫妻の活動に気づいた。1953年から1959年にかけてGRUのピョートル・セミョノヴィッチ・ポポフ陸軍少佐がCIAに寝返って大量の秘密情報をもたらしている。もしかしたら「ローランズ夫妻」はGRUのイリーガルで、ポポフに裏切られたのかもしれない。CIA東京支局の担当官ヤマダは日本人エージェントの松本政喜らに「ローランズ夫妻」の動静を監視させた。1961年1月に「アジア・M・ゴールド・リング株式会社」が事務員を募集すると、CIAは女エージェントを潜り込ませた。1962年春に「ローランズ」宅の隣家を借りていた英国人が帰国すると、CIAの技術要員がその家を借り上げて聴取哨(elepé)とした。1963年6月24日から「ローランズ夫妻」は香港経由で欧州を旅行して上官と密会。28日にCIAの専門家が「ローランズ」宅に侵入して無線送信機、暗号解読機、送信内容の写しなどを発見。7月17日未明に夫妻は羽田空港に戻ってきたところをCIAに拉致され、2日後に横田基地から軍用機で米国に移送された。社長が出社しないのを不審に思った社員が、「ローランズ」宅を訪れて現金や小切手帳がなくなっていることに気づき、東調布警察署に届け出た。警視庁は「ローランズ夫妻」について国際刑事警察機構(ICPO)を通じてカナダに照会し、本物のローランズ夫妻がカナダで暮らしていることを知った。こうして一般にもイリーガルが発覚したわけである。この事件のCIA側の動きは松本政喜『そこにCIAがいる』(太田書房、1971年)に詳しい。
1960年代初めに親ソ派中国共産党員のイリーガル(暗号名「ジミー」)が、中国共産党調査部の支援で、東京で貿易会社を設立して、香港との間で取引した。そして、他のKGBイリーガルのために香港で偽の身分証を入手した。中ソ決裂後の1963年に「ジミー」は親類に会いに中国に帰ったが、そのまま行方を絶った。S局は非合法駐在部の閉鎖を決定した。
東京駐在部で破壊活動を担当するラインFが日米関係を損なうために「ヴァルカン作戦」を立案。1965年10月にイリーガル(暗号名「ノモト」)がヴェトナム反戦デモに乗じてアメリカ文化センターの図書館に本に偽装した爆弾を仕掛けた。ソ連の関与を隠すためにKGB第一総局(PGU)積極工作機関(A機関)が、日本の民族主義過激派が米国の資産への攻撃を呼びかけるびらを作成して散布した。ラインFはまた、1969年に東京湾を放射性物質で汚染して、横須賀海軍施設を母港とする米海軍の原子力潜水艦から漏れ出たように見せかけるという作戦を立案。だが、適当な米国製放射性物質を入手できず、作戦は中断。1971年8月31日にロンドン駐在部ラインF係官のオレグ・アドルフォヴィッチ・リアリン少佐が英国に亡命して、作戦は中止された。「ジミー」と「ノモト」の話は、PGUの元文書係ワシリー・ニキティッチ・ミトロヒン少佐とケンブリッジ大学のクリストファー・モーリス・アンドリュー教授の共著A the world Was Ours Way :A KGB and a Battle for some Third World-wide(Basic Books,2005)で触れられている。
1974年2月13日に神奈川県警察本部はチェコスロヴァキア生まれの無国籍者L・J・クブリッキーを外国人登録法違反(虚偽申請)で逮捕した。チェコスロヴァキア空軍に入隊したクブリッキーは、21歳のとき脱走してオーストリアに逃亡。イタリアを経て西ドイツに定着し、英軍基地の警備兵になった。チェコスロヴァキア軍参謀本部情報局(ZSGS)に、脱走の免責と両親の安全と引き換えにスパイ行為を強要されて、NATO軍の情報を収集。米国に移住してエージェント候補者の選定などを行った。日本人女性と同棲するようになってスパイ活動からの離脱を決意し、カナダに逃亡したが、ZSGSの執拗な追跡を受けて生命の危険をほのめかされた。やむなく指令に従い、不正に入手した英国人「H」の旅券に自分の写真を貼って、1973年12月27日にトロントから羽田へ密入国。1974年1月11日から3日間、『ジャパン・タイムズ』紙に「ヨーロッパ人、年齢28歳、 英語、ロシア語、ドイツ語、日本語少々……」という内容の求職広告を掲載。16日にGRU係官でソ連大使館付き武官補に偽装していたG・N・フェドロフ(40歳)から照会があり、都内のホテルなどで接触して無線機や現金を受領。日本を出国して「H」でもクブリッキーでもない全くの別人として日本に再入国し、日本の防衛産業、軍事基地に関する情報活動をせよとの指示を受けた。だが、これに従えば抜き差しならない状況に陥ってしまうと考えて、2月11日に神奈川県警察本部に出頭したのである。7月2日に横浜地方裁判所はクブリッキーに対して、出入国管理令違反(密入国)、外国人登録法違反により懲役1年、執行猶予3年の判決を言い渡した。7月16日に刑が確定した。厳密にいうとクブリッキーは「イリーガル」ではなく「イリーガル・エージェント」だ。エージェントはふつう使い捨てだが、優秀なエージェントを育てるのには時間も金もかかる。切り捨てるには惜しいエージェントには偽の身分証を与えて、他国で新しい任務に就かせる。これを「イリーガル・エージェント」という。
2008年8月13日午後に警視庁公安部外事一課がSVRの「黒羽一郎」を旅券不実記載及び同行使並びに旅券法違反容疑で書類送検した。竹内明「北朝鮮が使う「スパイ術」で、日本の警察組織をかく乱した主婦がいた」(ウェブマガジン『現代ビジネス』2017年11月3日配信)によると、本物の黒羽一郎は1930年4月6日に福島県西白河郡矢吹町で母親タカのもとに生まれた。父親は不明だ。タカは一郎が矢吹国民学校に入学する直前に出生届を提出した。タカは造り酒屋に住み込んで経営者夫婦の2人の子供の世話をしていた。子供たちは当時不治の伝染病と恐れられていた結核を患っており、タカは離れで24時間看病をしていたのだ。一郎は小学校卒業後、矢吹町の歯科医院で歯科技工士として働いた。おとなしかったが、歯科技工士の腕前は良かったという。間もなく郡山の歯科医院に転職。慢性中耳炎が原因で片耳の聴力を失った。1958年に同僚の中田照子(仮名)と結婚してアパートで暮らした。照子は両耳の聴力がなく、夫婦の間に会話はなかった。1960年にタカが亡くなると、一郎は沈黙の生活に耐えられなくなったらしく、同僚たちは一郎が「家に帰りたくない」と呟くのを何度も耳にしている。1965年6月13日に一郎は背広を着、手話で照子に「友達と山に行く」と伝えて家を出、そのまま失踪。照子は警察に捜索願を提出したが、警察は「事件性なし」と判断した。1966年冬に「黒羽一郎」と名乗る男が東京都港区赤坂の宝石会社に就職し、真珠のセールスマンとして働いた。英語、ロシア語、スペイン語に堪能で、各国の大使館員を顧客とした。その人物像は、小卒で片耳が不自由な歯科技工士、黒羽一郎とはかけ離れている。その後「黒羽一郎」は、戦時中は関東軍情報部でソ連電波傍受を担当し、当時は危機管理会社の社長をしていた人物の家の、管理人になった。社長が海外に長期滞在する間に、勝手に敷地内にプレハブ小屋を建て、「黒羽製作所」の看板を掲げてパチンコ機械の製造を始めた。社長が帰国したのちも家賃を滞納したまま居座り続けて、立ち退き訴訟を起こされている。1969年に新宿区高田馬場に分籍し、新宿区戸塚町に住所を移した。1975年に大村日出子(仮名)と結婚して中野区に分譲マンションを購入。大型車を乗り回して、頻繁に海外旅行をしたという。1985年には練馬区にマンションを購入して転居。1992年6月29日にオーストリア駐在日本大使館で旅券を更新し、1994年2月に再入国。1995年2月に北京に向けて出国。1996年ごろCIAが警視庁に「黒羽一郎」の情報を伝えてきた。A World Was Ours Wayに「黒羽一郎」の記述はないが、1992年に英国に亡命したミトロヒンがCIAの情報源であっても不思議はない。ミトロヒンは1985年にはKGBを退職していたが、「黒羽一郎」は1960年代から活動していたわけだから、一件書類に接することは可能だ。「黒羽一郎」の再入国に備えて外事一課は練馬区のマンションの向かいの中古マンションの一室を確保し、24時間体制で望遠鏡で監視。日出子が室内にアンテナを張り巡らせてイヤホンを耳に差し込むのを視認。ロシアと無線通信をしたらしく、日出子の関与も濃厚になった。日出子の監視中に、ロシア大使館のV・P・ウドヴィン一等書記官(37歳)が車で周辺に出没するのも確認された。ウドヴィンはイリーガル支援を担当するSVR東京駐在部ラインN係官だったのであろう。1997年2月に「黒羽一郎」は日出子をモスクワ郊外の豪邸に招いたが、その後日出子は帰国。6月に「黒羽一郎」はサンクトペテルブルグ駐在日本総領事館で旅券を更新。7月4日に外事一課はマンションを家宅捜索。日出子は激しく抵抗したが、捜査員が踏み込んで乱数表、換字表、短波ラジオなどを押収。また、捜査員の顔写真を多数発見。日出子が自らを尾行する捜査員を振り返ることなく盗撮したもので、北朝鮮工作員がよく用いるテクニックだという。17日に外事一課は外務省を通してロシア大使館にウドヴィンの出頭を要請したが、ウドヴィンはこれを無視して18日に帰国。29日に外事一課は「黒羽一郎」の逮捕状を取り、ICPOを通じて国際手配。2007年6月に「黒羽一郎」の旅券は失効し、再入国の可能性がなくなったことから、2008年に外事一課は「黒羽一郎」を書類送検した。
ジョセフ・バーナード・ハットンは『スパイ――ソビエト秘密警察学校』(日刊労働通信社、1962年)と『女スパイ――歴史の陰のヒロインたち』(日本リーダーズ・ダイジェスト社、1972年)で、S局はイリーガルを養成するために、外国の街並みを再現したスパイ学校を7つ設けていたと述べている。イルクーツクの南約80キロメートル、バイカル湖とモンゴル国境の中間あたりにある「キタイスカヤ(「中国人街」の意味)」が、中国・モンゴル・韓国・日本・インドネシア向けのイリーガルを養成していたという。だが、英国の情報専門家ナイジェル・ウェスト(ルパート・ウィリアム・サイモン・アリソン)はハットンの記述の信憑性に疑問を呈している。たしかに、西側に亡命したり西側で逮捕されたりしたイリーガルで、そうした学校で訓練されたと証言した者はいない。7校のうちいくつかはソ連崩壊後独立した共和国内にあったとされるが、そこで学校の跡地が見つかったというような報道も皆無だ。それらしき施設を撮影した衛星写真も公開されていない(ただし、北朝鮮の金正日はあきらかにこの情報を真に受けたらしく、ソウルの街並みを再現した地下施設を平壌郊外に建設させた)。
外事一課に所属した泉修三は『実録・警視庁公安部――外事スパイハンターの30年――』(新潮社、2010年)で、日本にイリーガルが数名から十数名はいるはずだと推定している。外事一課五係にはイリーガル捜査を専門とする班があるという。
